Prop RT Defunds
Public Services

​Proposition RT would freeze property taxes at 2024 levels indefinitely. Though costs for resources like utilities, labor, food will continue to inflate, schools, fire, EMS, disability services, and libraries will be operating on stagnant resources. 

 

Note: With state officials confirming there is NO replacement plan for the millions lost to essential services, Prop RT would create severe financial strain for St Charles County.

State Lawmakers & SB3​

Prop RT was not suggested by the people or leaders of Saint Charles. In a late, special session of the legislature in 2024, the MO legislature passed SB3, requiring 97 out of 114 counties to place a tax proposition on their ballots. The legislature also decided which counties would put forward a cap at 0% growth from 2024 levels and which counties would suggest liability be limited to an annual 5% growth.

 

Saint Charles County is just one of the 22 counties where public service institutions will be forced to operate on stagnant revenue.

Public Education

Has the most to lose

Public Schools can't raise sales tax like fire or ambulance districts. Large portions of their funding come from property taxes.

In fact, property taxes fund just under 50% of all revenue for some districts and up to 75% for others. With 75% of some districts' expenses covering staff salaries and benefits, school leaders warn that cuts to staffing and student programming are inevitable​


First year losses start in the single digits but rise quickly, with Fort Zumwalt estimating $25.7 million in missed funding by year four and Francis Howell projecting a $54 million loss by year five.
